Summary
RMO No. 15-2001 sets the policies, guidelines and procedures for using the on-line electronic Documentary Stamp Tax (DST) metering machine.

Key points
- Required users. Unless the Commissioner of Internal Revenue exempts them, these must use the machine to pay and remit DST: banks, quasi banks, non-bank financial intermediaries, finance companies, and insurance, surety, fidelity or annuity companies. Also covered are the Philippine Stock Exchange for shares and securities traded locally, shipping and airline companies, pre-need companies on sale of pre-need plans, and other industries the Commissioner requires.
- Supply and costs. The BIR identifies and notifies the users of the Documentary Stamp Electronic Imprinting Machine with Encryption (DS-EIM). It buys and distributes the machines free of charge and keeps ownership, though users may buy their own. Users pay to install, operate and maintain the BIR-owned machine in their premises.
- Direct Tax Debit System. Large taxpayers, such as commercial and universal banks, pay and remit DST through the Direct Tax Debit System.
- Forms. Schedule I (Details of Documentary Stamp Tax for Replenishment) of BIR Form 2000 is accomplished and attached to the return when paying DST. BIR Form No. 2002 is discontinued, and Schedule I need not be accomplished for the initial DST payment through DS-EIM.
- Payment per machine. DST payment is made per machine, supported by the corresponding BIR Form 2000.
