Key points

  1. Four dimensions of accountability. The Bureau must meet criteria under Performance Results, Process Results, Financial Results, and Citizen/Client Satisfaction Results.
  2. Performance Results. The Bureau must achieve each Congress-approved performance target under the FY 2022 General Appropriations Act. Quarterly BFARs are uploaded to the DBM URS within thirty (30) days after each quarter, and deficiencies need justifications submitted thirty (30) days after the end of the 4th quarter.
  3. Process Results. The target is substantive improvement in ease of transaction for two (2) critical services: one (1) core external service and one (1) internal service. Results are reported through Modified Form A (Annex 2 of IATF MC No. 2022-1) with verifiable evidence.
  4. Financial and satisfaction results. Scoring bands are tied to the Disbursements BUR, from 1-19% up to 80-100%. Citizen/Client Satisfaction scores depend on survey results, complaint resolution, and compliance rates to #8888 and CCB.
  5. Disqualification. An agency found, after due process, to have committed a prohibited act is disqualified from the PBB in the succeeding year. The Civil Service Commission or Office of the Ombudsman files administrative cases for misrepresentation or fraud.
