Key points

  1. Four criteria and targets. The Bureau must satisfy Performance Results, Process Results, Financial Results and Citizen/Client Satisfaction Results. Targets include meeting each Congress-approved performance target, improving one core external service and one internal service, attaining the Disbursement Budget Utilization Rate, and resolving all Hotline #8888 and Contact Center ng Bayan complaints.
  2. Reporting deadlines. Quarterly BFARs are submitted within thirty (30) days after each quarter ends. Justifications for deficiencies are submitted thirty (30) days after the end of the 4th quarter of FY 2023.
  3. Scoring. Each criterion is rated 1 to 5 and carries 5 to 25 points, for a maximum of one hundred (100) points. The Bureau needs a total of at least seventy (70) points to be eligible.
  4. PBB rates. The rate rises with the total score: 45.5% at 70 points, 52% at 80, 58.5% at 90 and 65% at 100, as a share of the monthly basic salary. Eligible Delivery Units get uniform rates.
  5. Isolation of units. If the Bureau misses a rating of 4 in at least three (3) criteria, the delivery units most responsible, including their head, for criteria below 4 are isolated from the grant. Units most responsible for non-compliance with the Agency Accountabilities are also isolated.
  6. Agency accountabilities and sanctions. These include the Transparency Seal, audit findings, FOI Program, SALN review, procurement postings, ISO-QMS certification, Client Satisfaction Measurement and a digitalization report. A Bureau found to have committed a prohibited act is disqualified from the PBB in the succeeding year.
