Key points

  1. Documents required. The applicant submits a letter request, the original TCC, and the original Secretary’s Certificate or Board Resolution naming authorized signatories. It also submits an authorization letter for the representative and photocopies of two valid government IDs and the company IDs of the signatory and representative, if applicable.
  2. Where and when to file. Applications go to the Miscellaneous Operations Monitoring Division (MOMD) under the Collection Service at the National Office, with the original TCC and complete documents. Incomplete applications are not accepted, and filing must be made before the original TCC’s validity period ends.
  3. Condition for issuing a new TCC. A revalidated TCC is issued only after concerned offices certify that the holder has no outstanding tax liability. That term means an assessment already final and executory under Section 5(d) of RR No. 5-2000.
  4. Approval and cancellation. The ACIR-CS recommends and the DCIR-OG approves or disapproves. The old TCC is physically cancelled by the Office of the DCIR-OG.
  5. Validity and invalid TCCs. A TCC unused five (5) years after issue is invalid and its unutilized amount reverts to the general fund, unless revalidation was applied for before the end of the fifth year. A revalidated TCC is valid for five (5) years from its issue date.
  6. Held applications and pending cases. Applications held due to outstanding liability or valid open stop-filer cases must be settled with the RDO within two (2) years from the application date, or they are denied. Pending applications filed before the Order follow its guidelines.
