Key points
- Procurement deadlines. March 31, 2021 is the deadline for the FY 2021 APP-non CSE, June 30, 2021 for the FY 2020 APCPI results, and August 31, 2021 for the FY 2021 APP-CSE through the PhilGEPS Virtual Store. The Indicative FY 2022 APP-non CSE is posted by September 30, 2021, and the Certificate of Compliance on early procurement for at least 50% of the Total Value of FY 2022 Procurement Projects is due within thirty (30) days after approval of the FY2022 GAA.
- Transparency Seal and Citizen’s Charter. By October 1, 2021 the agency maintains or updates its Transparency Seal and posts its SALN review policy. By December 4, 2021 it sets up the updated Citizen’s or Service Charter and sends its Certificate of Compliance to the Anti-Red Tape Authority (ARTA) at compliance@arta.gov.ph.
- ISO and audit findings. ISO 9001:2015 certification must be valid as of December 31, 2021 and posted on the Transparency Seal webpage by then. By December 31, 2021 the agency must fully implement 30% of prior years’ audit recommendations, excluding Property, Plant, and Equipment (PPE)-related items.
- PhilGEPS and FOI. By January 29, 2022 the agency updates procurement requirements for transactions above 1 million from January 1, 2021 to December 31, 2021 in PhilGEPS. It also submits its Freedom of Information (FOI) Program requirements to the PCOO.
- Effect on eligibility. These conditions are no longer required for overall PBB eligibility, but compliance decides the eligibility of responsible units and individuals. The oversight agencies may modify their requirements and timelines, and agencies submit the requirements directly to them.
