Key points
- Procurement deadlines. The timelines include a Certificate of Compliance on Early Procurement Activities for at least 50% of the Total Value of the FY 2022 Procurement Projects, due on or before 31 January. They also set March 31, 2021 for the FY 2021 APP-non CSE, June 30, 2021 for APCPI results, and August 31, 2021 for the FY 2022 APP-CSE.
- Transparency and service charter. The indicative FY 2022 APP-non CSE is posted on the Transparency Seal webpage by September 30, 2021. The Transparency Seal is maintained by October 1, 2021, and the Citizen’s or Service Charter is set up with Certificates of Compliance sent to ARTA by December 4, 2021.
- Certification and audit findings. The ISO QMS or equivalent certification must be valid as of December 31, 2021. By December 31, 2021, the agency must fully implement 30% of prior years’ audit recommendations, excluding PPE-related items.
- Other requirements. Procurement transactions above 1 million from January 1, 2021 to December 31, 2021 are updated in PhilGEPS by January 29, 2022. The SALN policy is posted by October 1, 2021, and FOI Program requirements go to PCOO by January 29, 2022.
- Effect of the conditions. These conditions are no longer required for the overall PBB eligibility of agencies, but compliance is the basis for the eligibility of responsible units and individuals. Oversight agencies may modify their requirements and timelines.
