Key points
- Who is covered. Taxpayers with pending PTU applications filed with the National Accreditation Board (NAB) and assigned to the Technical Working Group (TWG) as of the Circular’s effectivity may use their systems without the PTU. Applications that have undergone system demonstration are also covered, and the NAB turns over their dockets to the TWG of the RDO or LT Office.
- Documents to submit. Under RMC No. 49-2019, the taxpayer submits to the TWG Secretariat of its RDO or LT Office a notarized Sworn Statement with a Summary of System Description and related attachments. It also submits sample system-generated receipts/invoices showing compliance with RR No. 16-2018 and sample books of accounts with the mandatory fields in RR No. 9-2009, if applicable.
- Acknowledgement Certificate. The TWG Secretariat issues an Acknowledgement Certificate with a Control Number within three (3) working days from receipt of the requirements. The number appears on the face of receipts and invoices generated from the system.
- Loose-leaf books and post-evaluation. Applications for Loose-leaf Books of Accounts continue under RMC No. 68-2017. Systems used without a PTU are subject to post-evaluation, which may be done together with an audit under a Letter of Authority.
- System upgrades. If an enhancement, modification or upgrade changes the version number or release, the taxpayer informs the TWG Secretariat in writing and submits a matrix of changes.
