Summary

RMC No. 68-2017, issued on August 15, 2017, clarifies how applications for a Permit to Use (PTU) Loose-leaf Books of Accounts, Invoices, Receipts and other accounting records are processed.

Key points

  1. Where to file. Loose-leaf use is treated as computer-aided under manual recording, so applications are not filed with the National Accreditation Board. The Revenue District Office (RDO) now processes and issues the PTU.
  2. Requirements. The RDO where the principal office is registered evaluates the application. The requirements are BIR Form No. 1900, a sample format and print-out, and a Sworn Statement in lieu of the investigation under RMC No. 13-82.
  3. Contents of the Sworn Statement. It identifies the books, invoices, receipts and other records to be used, with the serial numbers of principal and supplementary invoices or receipts to be printed. It also commits to permanently bind the loose-leaf forms within fifteen (15) days after each taxable year ends or upon termination of use.
  4. Coverage of branches. A PTU issued to the Head Office covers all identified registered branches and is valid in any RDO where branches were registered at issuance. The PTU must be updated for later branches, and each authorized branch gets a certified true copy from the Head Office RDO.
