Key points

  1. Selection basis. Scholarship grantees for local or foreign trainings are chosen by the employee’s capability to pursue further education for career development, and by the qualification standards of the BIR and the inviting agency.
  2. No discrimination. There is no discrimination in selection and screening based on sex, gender identity, age, sexuality, disability, pregnancy, marital status, religion or indigenous group membership.
  3. Local programs. Only two (2) applicants per office may apply for a specific local invitational or external course. The Training Management Division, Scholarship Committee and Regional Scholarship Committee scrutinize all applications.
  4. Foreign programs. This includes online courses and scholarship grants. Applicants must ensure equal opportunity principles are respected by following the procedures in the Order.
