Key points
- Candidates and publication. For first and second level vacancies, all qualified next-in-rank employees are considered, with no discrimination on account of age, gender, civil status, disability, religion, ethnicity or political affiliations. Vacancies are posted for ten (10) calendar days in at least three conspicuous places, valid until filled but not beyond nine (9) months from posting.
- Selection criteria. A candidate needs a Very Satisfactory rating for the preceding semester. The criteria are scored out of 120 points, with Performance Rating the highest at 30 points. Those with at least 85 points are included in the line-up.
- Evaluation and board. Heads of office evaluate the accomplished criteria, and the Chief, Personnel Division reviews all matrices. The National Selection Board meets en banc at least twice a month, with a quorum of at least four (4) members.
- Three-grade limit. A promotion may not be more than three (3) salary/pay/job grades above the present position, except in listed cases. These include next-in-rank positions, lone or entrance positions, hard-to-fill positions, unique or highly specialized positions, deep selection process candidates and other meritorious cases.
- Qualification standards. Civil Service Commission qualification standards and minimum training hours apply. Career Executive Service/Civil Service Executive Eligibles are considered to meet the Master’s Degree requirement for Division Chief and Revenue District Officer positions, with further exemptions stated for RA No. 1080 eligibles and for Bachelor of Laws and Doctor of Medicine degrees.
- Scholars and leave. Employees on scholarship or training grant of not more than four (4) months, or on maternity leave, may be considered using the rating immediately before. The promotion takes effect on the day of reporting back for duty.
