Key points

  1. Deposit schedule. The schedule in the Order on collection amounts and deposit frequency must be strictly followed. Officers may still deposit earlier if needed to safeguard collections.
  2. Island and far-flung areas. Revenue District Offices must submit the list of officers assigned to island and far-flung municipalities, with reasons why they should not deposit daily. The list goes to the Assistant Commissioner, Collection Service, Attention: Chief, Collection Programs Division, copy furnished the Chief, Collection Performance Monitoring Division, for approval.
  3. Deposit rules. Collections are deposited intact to the nearest AGDB on or before the scheduled date. All collections for the month must be deposited by month end and before the AGDB’s cut-off or clearing time for check payments under RMC No. 17-2012.
  4. Tax deadline exception. If a deposit day falls on a tax deadline and officers must stay at their stations to accept payments or returns, they may deposit on the next banking day after the deadline. This does not apply to officers whose office or station is co-located with the AGDB.
  5. Monitoring and penalties. Revenue District Officers, Heads of Offices, Finance and Collection Division Chiefs and Collection Section Chiefs or Supervisors must monitor through regular spot checks or audit. Non-compliance carries the penalties and sanctions enumerated in RMC No. 74-2012 and civil service rules.
