Key points

  1. Coverage. The PBB covers officials and employees of Departments and agencies, State Universities and Colleges and GOCCs holding regular plantilla positions, and contractual and casual personnel with an employer-employee relationship. They must have rendered at least 9 months of service for 2013.
  2. Agency eligibility criteria. The agency must achieve at least 90% of each performance target for MFOs, Support to Operations, and General Administration and Support Services. It must also achieve at least 90% of each priority program or project target under the 5 Key Result Areas of EO No. 43, and satisfy 100% of the Good Governance conditions for CY 2013. Failing any of these targets makes the agency ineligible, and inaccurate compliance reports may be a ground for disqualification after due process.
  3. Ranking of offices. Qualified bureaus, offices or delivery units are ranked as Best (top 10%), Better (next 25%) and Good (next 65%).
  4. Personnel eligibility. First and Second Level employees need a rating of at least Satisfactory. Third Level officials need at least Very Satisfactory under CESPES. Personnel on detail for 6 months or more as of November 30, 2013 are ranked in the recipient agency. Personnel penalized in FY 2013 in administrative or criminal cases get no FY 2013 PBB, except that a reprimand does not disqualify.
  5. Contractual, casual and scholarship personnel. Contractual and casual personnel may qualify if their pay is charged to the lump sum appropriation under Personnel Services, or if they hold positions in the DBM-approved contractual staffing pattern. Personnel on scholarship may be ranked if they meet the criteria set by the agency’s Performance Management Group.
  6. Forced ranking of individuals. In best and better bureaus, individuals are ranked Best Performer (top 15%), Better Performer (next 30%) and Good Performer (next 55%). In good bureaus, they are Best Performer (top 10%), Better Performer (next 25%) and Good Performer (next 65%).
