Summary
RMO No. 26-2012 prescribes the policies and guidelines on using the Biometric Time Recording (BTR) System to monitor the attendance of National Office employees.

Key points
- Daily registration. All revenue personnel register attendance on the BTR machines daily at the prescribed time-in and time-out. Exceptions include the Commissioner, Deputy Commissioners and Assistant Commissioners, certain Large Taxpayers field personnel with a Revenue Special Order, and employees detailed at other offices, who use the Department of Finance device and a logbook.
- Leaving the office. Employees who leave during office hours not for official business use ‘break out’ and ‘break in’ and fill out the partial leave form, charged to leave credits. Partial leave for official business is not charged to leave credits, but the form is still required.
- Field work. Employees working in the field all day register on arrival in the morning, sign the Logbook of Daily Record of Attendance and fill out the Daily Time and Log Sheet. An employee who skips registering by reporting directly to the field is marked absent that day.
- Exemptions with documents. Employees on a Mission Order, lawyers attending court hearings, employees at other government offices on official business, those with an RSO for seminars, trainings or meetings, and certain drivers and messengers are not required to use the BTR machines. Each must submit the specified documents, such as a Certificate of Appearance or Attendance or an approved partial leave form.
- Bundy cards and DTR changes. Bundy cards may be used by employees whose fingerprints cannot be read by the BTR machines and by those on shifting or rotation work. No changes to the BTR-generated DTR are made unless supported by documents.
- Regional Offices. Regional Offices continue to follow RMO No. 21-2011, as amended by RMO No. 15-2012, and other applicable issuances.
