Summary

RMO No. 3-2021 prescribes the procedures for implementing the Biometrics Time and Attendance System (BTAS) in the National Office, amending RMO No. 26-2012.

Key points

  1. Accounts and passwords. All revenue officials and employees need an Employee Self Service (ESS) account, using their Personnel Number (PERNR) as username. The Personnel Division sets up new employees and their fingerprints, and password resets go through the Service Desk System, or BIR Form 0044 submitted to the Security Management Division if the System is down. Only Heads of Offices and Administrative Officers need an ERP Module account.
  2. Online filings and machine keys. Applications for Leave, Official Business, missing Time-Log entries, Compensatory Time-Off and Overtime are filed online in the ESS. Employees use Check-In (F1), Break-Out (F2), Break-In (F3) and Check-Out (F4), with F1 and F2 for an afternoon half-day and F3 and F4 for a morning half-day.
  3. Leave applications. The Head of Office approves or disapproves and signs each Application for Leave printed from BTAS. The Personnel Division processor no longer signs the Certificate of Leave Credits portion, since credits are system-generated.
  4. Unreadable fingerprints and Regional Offices. Employees with unreadable fingerprints use bundy cards until a BTAS card is issued. Regional Offices may buy a higher specification time recording system if its data output is compatible with the National Office BTAS under Annex D.
  5. Exemptions and penalties. Exempt from the biometrics machine, with manual logging in the Daily Record of Attendance, are the Commissioner, Deputy Commissioners, Assistant Commissioners, Head Revenue Executive Assistants, Chiefs of Staff (OCIR and ODCIR), Regional Directors, Assistant Regional Directors and others approved by the CIR. The Order also prescribes penalties for frequent unauthorized absences, loafing, habitual tardiness and undertime, and non-compliance.
