Key points

  1. Monthly RDO report. All Revenue District Officers prepare a monthly report on information gathered from access to records, using the formats in the Annexes. They email it to the Chief, Asset Valuation Division (AVD) at avdprojectrip@bir.gov.ph on or before the 10th day of each month.
  2. AVD and ISG handling. The Chief, AVD identifies which RDO has jurisdiction over the decedents in the Annex B and B-1 reports and emails the monthly report to the Deputy Commissioner, Information Systems Group (ISG) on or before the 15th day of each month. The ISG handles data warehousing, matching and filtering and generates the required reports.
  3. Return of ISG reports. The ISG forwards its reports to the AVD on or before the 20th day of each month. The AVD emails them to the RDO not later than one day after receiving them from the ISG.
  4. Accomplishment report and monitoring. All RDOs email a Monthly Accomplishment Report on Project R.I.P. to the Chief, AVD on or before the 10th day of each following month. The AVD monitors Estate Tax cases with deficiency Estate Taxes or unfiled Estate Tax returns until conclusion and submits progress reports to top management as required.
  5. Changes to RMO No. 10-2010. The National Investigation Division no longer has to do the activities prescribed in RMO No. 10-2010, to avoid duplication with the RDOs. That RMO’s requirements on RDO submissions to the Audit Information, Tax Exemption and Incentives Division (AITEID) and its processing are amended by the procedures in this Order.
