Summary

RMO No. 37-2010 sets the policies and procedures for the BIR 2010 Key Performance Indicators (KPI) for the Revenue Regions (RRs) and Revenue District Offices (RDOs).

CollapseExpand

Key points

  1. Ranking groups. The two Large Taxpayers Service offices (LTS-Regular and LTS-Excise) are clustered with all RRs as Group A. The LTS audit offices are clustered with all RDOs as Group B. Ranking is by overall KPI ratings.
  2. Results for heads of office. Incumbent heads of the top 5 in Group A and top 10 in Group B may be assigned to the office of their preference or retained. Those in the bottom 5 of Group A and bottom 10 of Group B undergo the Senior Executive Development Program.
  3. KPI definitions. Definitions and criteria used for a 2009 KPI are adapted if it is retained in 2010. The concerned ACIR may issue a memorandum to define or clarify a 2010 KPI, with the Commissioner’s approval.
  4. Performance Contracts. Each office has a Performance Contract signed by the head of office and noted by the Commissioner or Deputy Commissioners. It is submitted to the Assistant Commissioner, Policy and Planning Service.
  5. Monitoring and evaluation. The Commissioner, DCIRs and ACIRs periodically check and document progress on each KPI, and issues are discussed at MANCOM meetings. The ACIRs prepare the Annual Office Performance Evaluation of RRs and RDOs, and MANCOM may order an interim performance rating.
