Key points
- Where to file and pay. Filing and payment are made at the Authorized Agent Bank under the new RDO, even if the transfer application is still being processed. The old RDO code is still written on the return. The same rule applies in areas without AABs and in areas covered by RMO No. 4-2007.
- Credit of collections. All internal revenue tax collections are credited to the old RDO until the end of the year of transfer. This avoids distorting the collection goal of the affected RDO.
- No penalty for wrong venue. No penalty is imposed on taxpayers for filing the return at the wrong venue in these cases. No procedural penalty is imposed on AABs either.
