Key points
- Access. The website (http://www.bir.gov.ph) and portal (https://my.bir.gov.ph) are open to internal and external stakeholders and carry the information listed in Annex A. The KB is for internal stakeholders only, initially the BIR Contact Center personnel.
- Responsibility for updates. Heads of BIR offices own the information and are responsible for timely updating. A designated CMS Editor creates articles, the CMS Approver ensures accuracy, and the CMS Publisher, normally the Chief or Assistant Chief of the Corporate Communications Division (CCD), publishes them.
- Requests for new information. Offices send a formal request to the CCD with the information, the duration of posting, the CMS Editor’s name and preferred user name if posting is permanent, and contact persons. One-time items go in the What’s New portion, and permanent items get a new CMS template.
- Changes in layout and personnel. Layout revisions are requested from the Chief, CCD. When a CMS Editor leaves or transfers, the head of office ensures the transfer of CMS technology at least two (2) weeks before. A new CMS Approver is reported by memorandum to the Chief, SDD.
- Technical infrastructure. The Information Systems Group maintains the CMS templates, network, servers and registration database. A separate Order will set the policies on portal access, security and registration.
Who is affected
- Heads of BIR offices
- CMS Editors, Approvers and Publishers
Deadlines and effectivity
- CMS Editor transfer of technology at least two (2) weeks before the outgoing Editor’s retirement, resignation or transfer
