Key points

  1. New definition of Identification Document. A new paragraph (n) is added to Section 2 of RR No. 7-2010. It defines the Identification Document as any document or proof of being a senior citizen that may be used to claim benefits and privileges under the rules.
  2. Accepted identification. Accepted items are the Senior Citizens’ ID issued by the Office of Senior Citizens Affairs (OSCA) of the city or municipality where the senior citizen lives, and the Philippine passport. A government-issued ID showing the name, picture, date of birth and nationality also qualifies, such as the digitized SSS ID, GSIS ID, PRC ID, IBP ID, UMID or Driver’s License.
  3. Separate sales record. Under amended Section 7(6), a business giving sales discounts to qualified senior citizens must keep a separate and accurate sales record. The record includes the senior citizen’s name, Identification Document, gross sales or receipts, discount granted, transaction dates and invoice numbers for every sale.
  4. Condition for deducting the discount. The record is one of the conditions for claiming the discount as an additional deduction from the seller’s gross income.
