Summary

RR No. 1-2002 prescribes new forms for filing the Excise Tax return and sets rules on filing and payment.

Key points

  1. New forms. The forms are 2200A for alcohol products, 2200T for tobacco products and 2200P for petroleum products. Also 2200AN for automobiles and non-essentials and 2200M for mineral products. They replace BIR Form No. 2200 and its attachments.
  2. Who uses them. Every person liable for Excise Tax on domestically-produced or extracted articles files a separate return for each place of production or extraction in the case of mineral products. A non-tax-exempt transferee of excisable articles acquired from a tax-exempt entity, domestic or imported, also uses these forms. They also cover pre-payments, advance deposits and similar schemes for locally-manufactured or produced products.
  3. When to file and pay. The return is filed and the tax paid before removal of the goods from the place of production. For non-metallic mineral or mineral products or quarry resources, payment is upon removal from the locality where mined or extracted.
  4. Metallic minerals. For locally produced or extracted metallic mineral or mineral products, filing and payment are due within fifteen (15) days after the end of the calendar quarter of removal. A bond approximating the Excise Tax due on that quarter’s removals must be filed.
