Summary
RMO No. 7-2026 sets guidelines for the immediate adoption of energy efficiency and conservation measures in the BIR, following Memorandum Circular No. 114 dated March 6, 2026 of the Office of the President.
Key points
- Four-day work week. On-site employees follow a Four (4)-day Work Week Arrangement from 8:00am to 5:00pm, with lunch from 12:00pm to 1:00pm, Monday to Thursday, and Work from Home every Friday. Offices performing frontline services in the National Office, Revenue Regions, and Large Taxpayers Service are excepted.
- Frontline services. The ACIR of the LTS, Regional Directors, and RDOs keep frontline services fully operational and manned every working day, including Fridays. They may use staggered or rotational schedules as long as enough personnel are physically present for registration, filing, payment assistance, inquiries, and other essential services.
- Peak periods and augmentation. During tax filing and other peak periods, these officials set staffing to prevent understaffing, and may suspend or adjust rotational or WFH arrangements. They may also assign personnel from other offices to augment frontline staff.
- Monitoring. Heads of Offices ensure uninterrupted service, monitoring and documentation, and attendance verification, with performance standards under RMO No. 47-2022 and existing CSC rules.
- Duration. The arrangement is an interim measure that stays in effect until lifted or sooner revoked by the President.
