Summary

RMO No. 47-2000 sets the guidelines and procedures for putting the BIR’s new staffing pattern under Executive Order No. 175 into effect.

Key points

  1. Order of priority for items. Existing personnel receive items in this order: regular permanent, regular temporary, then contractual. Item assignment brings no demotion or reduction in rank and salary for regular personnel and is done at the same level.
  2. Promotions and contractual staff. Any promotion, shift to another position or change of item from the assignment is subject to review and approval by the Selection Board. Qualified contractual employees are given permanent items.
  3. Phased distribution. Phase I covers the Large Taxpayers Service, Excise Taxpayers Service, Enforcement Service, Revenue Data Centers and all other items with salary grade 26 and above. Phase II covers all other National Office Services, and Phase III covers all Regional and District Offices.
  4. Exam and test requirement. Assignment to the LTS, ETS, ES and other operations group (assessment) requires passing the competency (qualifying) examination and the cognitive, aptitude and personality test.
  5. Appeals and outside hiring. An aggrieved employee may appeal to the Appeals Committee created under Revenue Special Order No. 555-2000. External hiring is only for items still unfilled after all existing personnel are assigned.
