Summary
RMO No. 38-2011 prescribes guidelines for implementing and complying with Revenue Travel Assignment Orders (RTAOs) and Revenue Special Orders (RSOs) on the transfer or re-assignment of personnel.
Key points
- Compliance. Revenue personnel must strictly comply with RTAOs and RSOs once issued and received. Any request for deferment or reconsideration needs the approval of the Commissioner of Internal Revenue.
- Salary and reporting. The Personnel Division transfers the salary of personnel with an RTAO upon receiving the Order from the Records Management Division. Personnel must turn over accountabilities, secure Office Clearance, and report to the new assignment within 15 working days from the date the Order was officially served.
- Heads of office. Heads of office may not accept or allow personnel to report for duty without a duly accomplished Office Clearance. Administrative Officers of the offices involved ensure compliance.
- Mandatory requirements. Personnel to be transferred submit a transmittal letter bearing Proof of Service/Acknowledgment Receipt, a Report for Duty, and an Office Clearance (NOC/ROC/DOC). National Office employees submit to the Personnel Division, and regional or district employees to the Human Resource Management Unit concerned.
- Distribution. The Records Management Division may not distribute copies of RTAOs or RSOs to other offices without authority.
