Summary

RMO No. 36-2013 prescribes the policies, guidelines and procedures for the BIR’s strategic recruitment and selection process.

Key points

  1. Publication of vacancies. Vacant positions are published under RA No. 7041 for 10 calendar days in 3 places: the BIR Website, the Personnel Division or HRMU bulletin board, and the Civil Service Bulletin. The BIR also observes Section 25 of RA No. 7277 on equal employment opportunity for disabled persons.
  2. Eligibility and re-employment. Eligibility for skilled positions follows CSC MC No. 10, s. 2013. Hiring or reinstating persons over 40 but not over 57 may be given due course under stated conditions, if they rendered satisfactory government service. Former BIR employees submit Certificates of Clearance from the Office of the Ombudsman and from their previous offices with their applications.
  3. Selection process. The process includes standardized pre-employment exams with an integrity exam, licensed psychometricians and psychologists, and an exclusive testing room. Applicants must pass preliminary screening, the exam and interviews. Those who fail may re-take the exam only once after one (1) year, and selection is completed within 15 working days from the exam date.
  4. Selection boards and appointing authority. The National Selection Board and Regional Selection Boards keep assessment fair and impartial and may use external or independent resource persons. The appointing authority selects, as far as practicable, from the top five ranking applicants.
  5. Basis of comparison. Candidates are compared on performance, education and training, experience and outstanding accomplishments, psycho-social attributes and personality traits, and potential. For appointment by transfer, the last two (2) rating periods must be at least very satisfactory.
  6. Pre-employment and appointment. Successful candidates undergo physical and mental tests and submit laboratory results including a drug test, with clearances and other documents. Appointments are prepared and approved within three (3) weeks after NSB/RSB deliberation. A notice is posted in 3 conspicuous places a day after issuance, for at least 15 calendar days.
