RMO No. 35-2024 implements the BIR Strategic Plan for 2024-2028 and sets the policies and guidelines to follow.
Key points
- Strategic statements. The former BIR Vision is now called Aspiration 2028: by 2028, the BIR is highly digital, propelled by empowered Revenuers with integrity, providing excellent services aligned with international tax standards. The Mission Statement stays the same.
- Core values. The core values remain God-Fearing, Accountability, Innovativeness, Integrity, Competency, Transparency, and Patriotism.
- Strategy Roadmap. BIR programs, projects and activities are grouped into four (4) Focus Areas: Highly Digital; Empowered Revenuers with Integrity; Excellent Services; and Aligned with International Tax Standards.
- Alignment and review. The Strategic Plan lists key strategies per Focus Area with their programs, projects and activities, and every Office’s undertakings must align with it. The Plan is reviewed annually or updated as needed.
