Summary

RMO No. 32-2003 amends RMO No. 4-2002 on the Taxpayer Account Management Program (TAMP) for Operations. It widens TAMP coverage to non-large taxpayers of computerized Regional and District Offices and sets new KPIs for certain RDO activities.

Key points

  1. Reason for the wider coverage. Suspense resolution and error handling in the CBR System (KPI of -1%) and the RPS (KPI of -5%) gave success ratings of 93.18% for CBR and 84.09% for RPS. This covered the 44 computerized RDOs as of end of April, 2002, for the first top 1,000 taxpayers of the District.
  2. Weekly monitoring by Revenue Data Centers. The RDCs monitor document processing and data entry backlog of all RDOs. They also monitor CBR and RPS suspense rates for all business taxpayers, multiple and identical TIN cases, stop-filer cases (top and non-top taxpayers separately), and the inventory of unreleased plastic TIN Cards.
  3. Return processing by RDOs. RDOs must immediately process returns received from Authorized Agent Banks (for no payment returns) and from other RDOs (for out-of-district returns). Data entry backlog must stay within the prescribed level.
  4. Cases RDOs must resolve. RDOs resolve all CBR and RPS suspense cases and all multiple or identical TIN cases forwarded by SOD, with a weekly status report under the KPI. They also release all plastic TIN Cards forwarded by SOD.
  5. Who resolves stop-filer cases. Revenue Officers (Assessment) keep resolving stop-filer cases for top taxpayers as RMO No. 4-2002 requires. Revenue Officers (Collection) resolve those for non-top taxpayers. Separate KPIs apply to top and non-top taxpayers.
