Summary

RMO No. 31-2022 prescribes the policies, guidelines and procedures for accomplishment reporting on BIR Programs and Projects.

Key points

  1. Programs covered. The reports cover the Bureau’s Annual Priority Programs published through a Revenue Memorandum Circular and other Major Programs and Projects that significantly contribute to collection performance. Digital Transformation Program projects are excluded because the Project Management and Implementation Service already monitors them.
  2. Use of the quarterly report. The Quarterly Summary Report of Accomplishments is the reference for the BIR Annual Report and for data requested by external stakeholders such as the Office of the President, Department of Finance, Senate and House of Representatives.
  3. Online reporting form. The Planning and Programming Division creates an online Quarterly Accomplishment Report Form through SharePoint. Each Assistant Commissioner assigns a Focal Person to access and update the form, and all entries must first be approved by the ACIR.
  4. Access and deadlines. Access opens two (2) days before each deadline: 1st Quarter April 20, 2nd Quarter July 20, 3rd Quarter October 20 and 4th Quarter January 20. The Division closes access the day after the deadline.
  5. No entries by deadline. If nothing is encoded by the deadline, a follow-up memorandum goes to the concerned ACIR. Access reopens on the ACIR’s request made within three (3) working days from that memo.
