Summary

RMO No. 29-2009 prescribes the policies for the mandatory Written Competency Examination (WCE) of selected revenue personnel.

Key points

  1. Who must take it. The WCE is mandatory for holders of Revenue Officer I to IV items (Assessment Group) in Regional and District Offices, the Large Taxpayers Service and its Divisions and District Offices, and the National Investigation Division. Intelligence Officers and Special Investigators at the National Investigation Division and Regional Special Investigation Divisions also take it.
  2. Exemptions. Exempt are personnel retiring effective on or before December 31, 2011 and those hired after May 31, 2009. Also exempt are Revenue Officer IV (Assessment) incumbents designated to Chief Revenue Officer III positions by a Revenue Travel Assignment Order or Revenue Special Order from the National Office.
  3. Coverage and schedule. Topics are the NIRC of 1997 (as amended) and pertinent issuances as of June 30, 2009, audit procedures and techniques, collection procedures, report-making, and basic management skills for supervisors and Chiefs of Assessment Sections. The WCE is on Saturday, 5 December 2009, 8:00 AM to 5:00 PM, in Metro Manila, Luzon, Visayas and Mindanao, with no entry after 8:30 AM.
  4. Results and incentives. Passers get 5 points in the Other Factors/Bonus Points of the Selection Criteria Matrix for Promotion. The top ten (10) examinees get a total of 8 points and a Certificate of Recognition.
  5. Consequences. A mandated employee who does not take the WCE is not considered for promotion for two years after results are released, and future assignments are adversely affected. Cheating is subject to penalties under the Code of Conduct of the BIR, and examinees who fail undergo extensive training.
