Summary

RMO No. 23-2008 streamlines the priority projects under the Tax Reform Agenda into seven projects, each with responsible Assistant Commissioners, and revives the Coordinating Committee.

Key points

  1. Seven priority projects. The projects are Registration; Nationwide Rollout of Computerized Systems; Third Party Information Linkage; Accounts Receivables System; Risk-based Audit, Industry Profiling, Benchmarking; HRIS and Payroll System; and Run After Tax Evaders (RATE). Each is assigned to named Assistant Commissioners.
  2. Oversight and other projects. Each Assistant Commissioner involves the offices concerned within the Service. The Deputy Commissioner of the functional area oversees timely and full implementation. Other TRAG projects continue under their functional areas within the timeframes in their work plans.
  3. Donor support and monitoring. All reform projects remain part of the Tax Reforms Agenda and stay supported by identified donor agencies. TRAG continues to monitor activity status, progress and outcome during implementation.
  4. Coordinating Committee revived. The Coordinating Committee meets regularly every two months. The Deputy Commissioner for Operations Group chairs it and the Deputy Commissioner for Information Systems Group co-chairs it. All Deputy Commissioners and the Assistant Commissioners concerned must attend.
  5. Role of the Committee. It gives direction, coordinates, monitors and resolves pending issues on ongoing BIR programs, projects and activities. TRA issues it cannot resolve are elevated to the Steering Committee.
