Summary

RMO No. 18-2008 requires all BIR offices in direct contact with taxpayers to provide suggestion and complaint boxes, to improve revenue collections and taxpayer compliance.

Key points

  1. Two boxes per office. Each office places two suggestion/complaint boxes in a conspicuous place. One is labeled for the head of the office to read and the other for the Commissioner of Internal Revenue (CIR) to read.
  2. Survey sheets. Offices give taxpayers survey sheets to fill out, which are dropped in whichever box the taxpayer selects.
  3. Monthly collation. Every month, staff from the Commissioner’s office collate the contents of the boxes, particularly the one labeled for the CIR to read.
