Summary

RMO No. 17-99 sets the policies and procedures for filing BIR Form No. 1700 by purely compensation income earners without cash or check payments, and for processing refundable returns of employees with excess withholding taxes.

Key points

  1. Filed with the RDO. Form 1700 returns go directly to the Revenue District Office where the taxpayer is registered if they are exempt, refundable or break-even, or fully covered by a Tax Debit Memo. The same applies to taxable returns of taxpayers who elect two (2) installments where the 1st installment is fully covered by withholding taxes.
  2. Filed with an AAB. Form 1700 returns with tax due and payable are filed with the Accredited Agent Banks under the jurisdiction of the RDO where the taxpayer is registered.
  3. All other returns. Other returns, whether exempt, refundable or taxable, are filed and paid with the AAB where the taxpayer has legal residence or place of business.
  4. Late returns without payment. For late returns with no cash or check payment, the RDO receives the return and computes the penalties. The taxpayer pays them to an AAB under its jurisdiction using BIR Form 0605 (Payment Form).

Who is affected
