Summary
RMO No. 15-2017 prescribes the additional content for the BIR Employees Portal and the revised guidelines for accessing it.
Key points
- Content for internal use. Regularly posted items include Operations Memoranda, internal legal matters, information security matters, job aids, HR policies, personnel forms, training schedules and issuances, the Gender and Development Program and BIR employee benefits. Other relevant internal information may also be posted following Section III.5 of the Order.
- Content owners and approval. Heads and Asst. Heads of the offices named content owners in Annex A keep their information updated. Articles are reviewed and approved by the head of office and the Assistant or Deputy Commissioner where necessary, and the CMS Approvers ensure only pre-approved articles are posted.
- Log-in. Revenue personnel log in through the login box on the BIR Website home page. The username is the employee’s name, as reflected in the payroll or payslip without suffix or apostrophe, in the format in the Order. The password is the 9-digit TIN.
- Who can use TIN access. TIN-based access initially applies to personnel in the BIR Payroll as of October 31, 2016. New employees reporting from November 2, 2016 onwards, and those with less than five (5) days of Vacation Leave removed from the payroll as of that date, cannot yet use their TIN.
- Personnel lists. The Chief, Personnel Division gives the Chief, Systems Development Division lists of newly-included and separated personnel for November 1, 2016 to May 31, 2017 within fifteen (15) days from issuance of the Order. After that, the lists are provided monthly, not later than every 15th day of the month.
