Key points

  1. BIR commitments. The BIR provides reasonable working conditions and a workplace free from hazards that cause death, illness or physical injury. It adopts precautionary measures, identifies and communicates hazards, and trains employees on health and safety.
  2. Employee duties. BIR employees must be competent to work with minimum risk and understand the hazards that affect BIR operations. They must follow safety rules and procedures to protect themselves and other workers.
  3. Contractors and records. Institutional contractors or service providers must have a functional OSH policy and program that meets CSC-COA-DBM Joint Circular No. 1, s. 2017. The BIR keeps records of accidents and incidents for corrective action.
  4. Reporting violations. Any employee, employee representative or concerned person who believes a violation threatens physical well-being or poses imminent danger to life may submit a request with a narrative report to the BIR Grievance Committee, as prescribed in CSC Memorandum Circular No. 2, series of 2001.
  5. Sanctions. Officials and employees who violate the guidelines face administrative disciplinary action under Section 50, Rule 10 of the 2017 Rules on Administrative Cases in the Civil Service. Criminal and civil actions are not prejudiced.
