Summary

RMO No. 12-2011 prescribes the allocation of the CY 2011 BIR collection goal by implementing office.

Key points

  1. Overall goal. The DOF set the CY 2011 BIR collection goal at P 940,000 Million, which is 9.25% higher than the CY 2010 goal of P 860,441 Million. Of this, P 897,705 Million is for BIR Operations and P 42,295 Million is for Non-BIR Operations.
  2. Monthly allocation by tax type. The monthly allocation for BIR Operations is based on the Average 2006-2010 percentage share of actual collections, adjusted for non-recurring transactions. Final Withholding Tax and Documentary Stamp Tax from Government Securities transactions follow the trend provided by the Bureau of Treasury.
  3. Allocation by office. The goal for the Large Taxpayers Service and Revenue Regions is allocated by major tax type on the five-year average percentage share of total collection, with limited refinements per BIR Form 1209 reports. The monthly goal by office follows the monthly national trend.
  4. Breakdown by tax type. The Order shows the goal by major tax type: income taxes, excise taxes, value-added tax, percentage taxes and other taxes. It also sets out the data and methodology used.
