Summary

RMO No. 09-2024 standardizes the use of rollout tools and templates for new or enhanced application systems of the BIR.

Key points

  1. Which tools apply. New or enhanced application systems, for a single or multiple offices, are rolled out using the tools and templates in Section A of the Order. Minor enhancements such as browser support updates need only a Rollout Announcement Memorandum.
  2. Checklist before announcement. The Process Owner (PO) or Project Proponent (PP) ensures all mandatory items in the rollout checklist, including the PIA done with the PMIS-PIA Team, are met and the checklist is signed off before the Rollout Announcement Memo is released.
  3. Roles in rollout. The PO or PP, with the ISG Counterpart, starts rollout activities and develops the KPI/Exit Criteria once User Acceptance Testing is complete and the Ready for Use Memo is signed. The PP and Site Heads share responsibility for rollout in their areas.
  4. Record keeping. The PO keeps signed documents, which become part of the Project Closure Report (PCR) under the BIR Project Management Manual prescribed in RMO No. 8-2022. The ISG Counterpart gives a copy to the ISG Technical Library.
