Key points
- Coverage. The Order covers all BIR offices except the Large Taxpayers Service (LTS) and Project Management and Implementation Service (PMIS).
- Placement rules. The list in each office’s Current Personnel Strength is the main basis for placement. The most qualified personnel are considered first, and regular personnel suffer no demotion in rank and salary.
- Three phases. Phase I places personnel per office, Phase II realigns floating personnel within the Service or Region, and Phase III realigns remaining personnel Bureauwide. No promotion is allowed in Phases I and II.
- Affected personnel. Personnel who cannot be reappointed in the same Office or Service go into the List of Affected Personnel for accommodation elsewhere, if qualified. Transfers use a Revenue Travel Assignment Order, issued only after appointment to an item in the receiving office or work unit.
- External hiring. External hiring is done only for items left unfilled after qualified and competent existing personnel have been considered. It is subject to deliberation of the National Selection Board (NSB).
- Approvals. Item assignments and any shifting of positions are based on competence and qualification, and the NSB reviews and approves them. The Deputy Commissioner concerned approves placements by group, and the Commissioner signs all re-appointment papers.
Who is affected
- BIR personnel in all offices except LTS and PMIS
