Key points

  1. Who gets phones. Official cellular phones with a monthly subscription, at amounts approved by the Commissioner and paid by the Bureau, go to the Commissioner, Deputy and Assistant Commissioners, Head Revenue Executive Assistants, Chiefs of Staff, Regional Directors, Assistant Regional Directors, Revenue District Officers, Collection Agents, and Division Chiefs and other officials the Commissioner identifies. No additional accounts are allowed without prior recommendation from the Deputy Commissioner, RMG, for the Commissioner’s approval.
  2. Excess charges. The Bureau bears only the approved monthly plan amount. The user pays any excess, and an excess balance unpaid within 10 days from receipt of notice is automatically deducted from salary.
  3. Transfers. On transfer within the National Office or Regional Office, the user may keep the unit by notifying the GSD/AdmD, but only if the new position is authorized to use cellular phones. On transfer between NO and RO or between ROs, the unit and SIM card are returned for re-issuance.
  4. Separation. On death, retirement, resignation or separation, the phone goes back to the Chief, GSD/AdmD, with no direct transfer to the incoming officer.
  5. Loss. The user immediately reports a loss, and submits the Affidavit of Loss and/or Police Report and the stamped notice to the Telecommunications Provider. The user replaces the lost unit or pays the amount in the Acknowledgement Receipt for Equipment (ARE), and pays for the replacement SIM card.
  6. Other rules. Officials reassigned to positions not authorized to use phones turn over the unit. No new phone is issued on issuance or renewal until the user’s unpaid balance is settled.
