Summary

RMO No. 07-2017 allocates the CY 2017 BIR collection goal by implementing office.

Key points

  1. Overall target. The CY 2017 collection target of the BIR is P 1.829 Trillion. Of this, P 1.781 Trillion is for BIR Operations and P 48.140 Billion is for Non-BIR Operations.
  2. CY 2016 collection data. The allocation uses actual January to December 2016 collections from BIR Form No. 1209, as updated and validated as of February 3, 2017. Refinements cover special taxes, non-recurring transactions of at least 10% of a region’s or LTS’s monthly collections, and certain Malampaya and BSP remittance items.
  3. Other data considered. These include economic indicators in the FY 2017 BESF, Department of Finance targets for final withholding tax and documentary stamp tax on government securities, and 2016 collections of taxpayers transferred to the LTS or between Revenue District Offices. The 2016 monthly collections were adjusted for the changed payment deadlines of the quarterly corporate income tax (BIR Form 1702Q).
  4. Methodology. The Goal Allocation Methodology is specified in the Order.
