RMO No. 06-2009 institutionalizes Gender and Development (GAD) in the BIR National Office and Regional Offices, and sets up the BIR Christmas Outreach Program.

Key points

  1. GAD Focal Point. A GAD Focal Point is created as a group that advocates for, coordinates, guides, and monitors the agency’s GAD plan and programs. It prepares the Annual GAD Plan and Budget and Annual Accomplishment Reports with the Finance Officers.
  2. National Office Focal Point. The NO-BIR-GAD coordinates with the DOF-GAD and the National Commission on the Role of Filipino Women (NCRFW). It is chaired by the highest female official of the National Office at Division Chief level or above, except the Commissioner, with a female officer each from the Human Resource Development Service and the Financial Administrative Service, and the Section Chief and staff of the Welfare Section of the Medical, Dental and Welfare Division.
  3. Regional Focal Points. Each Regional Director creates a Revenue Region (RR) No. BIR-GAD Focal Point. It is chaired by the highest female official of the region at Division Chief level or above, except the Regional Director, with a female officer each from the Administrative Division and the HRMU, and a female section chief or higher from each RDO.
  4. Christmas Outreach Program. The program for the women sector is part of the BIR GAD Accomplishment Report. It is held simultaneously on the 2nd Friday of December in a pre-selected beneficiary institution in each region, such as hospitals, Home for the Aged, orphanage, and shelters for women.
  5. Plan and budget. The NCRFW-endorsed GAD Plan and Budget goes to the Department of Budget and Management with the agency’s consolidated annual Proposed Budget. The approved plan and budget are incorporated in all programming and budgeting exercises.
