Summary

RMO No. 05-2016 amends Section 10-E of RMO No. 28-2008 on reporting, recording and monitoring the attendance of revenue officials and employees.

Key points

  1. Salary suspension. The salary of an employee who has not submitted signed bundy cards or Daily Time Records (DTRs) for two (2) consecutive months is suspended.
  2. Call-up letter. The Personnel Division (PD) or Administrative and Human Resource Management Division (AHRMD) finds out the reason for non-compliance. It sends the employee a call-up letter, copy furnished to the Head of Office.
  3. Employee reply. The employee answers through the Head of Office within five days from receipt of the call-up letter, with the bundy cards or DTRs in question. If there is no answer, the Head of Office reports that to the PD/AHRMD within ten (10) days from receipt of the call-up letter from the PD/AHRMD.
  4. Action and referral. The PD/AHRMD acts on the reply within five (5) days from receipt. It refers the Head of Office’s report for investigation to the IID for National Office employees and the RID for Regional Office employees, which conduct a fact-finding investigation under their policies.
