Summary

RMO No. 05-2011 revises the policies, guidelines and procedures for preparing the BIR Monitor newsletter.

Key points

  1. Content. The newsletter carries full-length articles on policy directions of top management, current events in the National Office and regional/district offices, new revenue issuances, new programs/projects and personnel-related matters.
  2. Submissions. Heads of offices make sure articles with photos on events in their offices reach the Corporate Communications Division (CCD) within the week the event happened. The CCD editorial staff, headed by the Chief, CCD, may select and rewrite or edit them.
  3. Selection basis. Articles are chosen for relevance to BIR thrusts and priorities, impact on BIR operations, reader interest and urgency.
  4. Validation and other items. CCD articles on new revenue issuances (especially Revenue Regulations) and new projects are validated by the concerned Assistant or Deputy Commissioner before publication. Media Release articles from the Taxpayer Information and Education Division and late photo contributions may also be included.
  5. Approval and release. The Assistant Commissioner, Policy and Planning Service reviews and approves each issue. The CCD then releases it by e-mail and posts it on the BIR Website.
