Summary

RMO No. 3-2008 reiterates strict compliance with Section 17 of the Administrative Code of 1987, as amended, on using English or the national language (Pilipino) in all official BIR meetings.

Key points

  1. Language rule. English or Pilipino is the medium of communication in official BIR meetings, in the National or Regional Offices, to avoid miscommunication from using a native dialect.
  2. Exception. The vernacular may be used when external stakeholders, such as taxpayers dealing with a Region or District Office, do not know the official languages. A revenue officer who does not speak the dialect may ask other revenue officers who do to act as interpreters.
  3. Minutes of internal meetings. For official regular internal meetings with subordinates and other personnel, Regional Directors and Revenue District Officers submit a copy of the minutes to the Office of the Commissioner of Internal Revenue.

Who is affected

  • BIR officials and personnel
  • Regional Directors and Revenue District Officers
