2. RA Nos. 11284 and 11283. RA No. 11284 converts the Northern Bukidnon Community College into the Northern Bukidnon State College. RA No. 11283 converts the Camarines Sur Polytechnic Colleges into the Polytechnic State University of Bicol.
3. Customs duties. Under Section 19 of RA Nos. 11284 and 11283, each institution’s importation of economic, technical and cultural books and publications for economic, technical-vocational, scientific, philosophical, historical or cultural purposes is exempt from customs duties under RA No. 10863. This requires certification by the Commission on Higher Education.
4. Donor’s tax and donor’s deduction. Grants, bequests, endowments, donations and contributions used actually, directly and exclusively by the College or University are exempt from Donor’s Tax. The donor may treat them as an allowable deduction from gross income under the NIRC of 1997, as amended.
