RMC No. 89-2023 publishes the Memorandum of Agreement between the BIR and the National Library of the Philippines (NLP) on installing the Koha Integrated Library System.

Key points
- NLP undertakings. NLP assists the BIR without cost to install Linux and Koha ILS on one identified BIR desktop computer. It also conducts orientation and tutorials for selected BIR personnel.
- BIR undertakings. The BIR gives NLP the information and requirements needed, identifies the computer and the personnel, and provides the venue and resources, subject to usual auditing and accounting rules. It downloads and installs the system patches with help from the BIR Information Systems Group.
- Intellectual property. Each Party keeps its exclusive intellectual property rights, and neither may commercially exploit the other’s rights beyond implementing the MOA without prior written consent.
- Liability. The Parties are free from liability from exercising their rights and obligations under the MOA, except for gross negligence or willful misconduct of a party or its officers, representatives or employees.
