Summary

RMC No. 84-2007 circularizes the full text of CSC Memorandum Circular No. 13, Series 2007, which amends Section 63, Rule XVI of the Omnibus Rules on Leave.

Key points

  1. Absence without leave. An official or employee continuously absent without approved leave for at least thirty (30) working days is considered on AWOL. The person is separated or dropped from the rolls without prior notice.
  2. Pattern of absences. Dropping without notice may also be justified when the person has set up a scheme to avoid the rule through substantial absences of less than thirty working days 3x in a semester, such that a pattern is apparent.
  3. Fewer than thirty days. If the unauthorized absences are fewer than thirty working days, a written Return-to-Work Order is served at the last known address on record. Failure to report within the period in the Order is a valid ground to drop the person from the rolls.
  4. Amendments covered. The amendment is made under CSC Resolution No. 07-0631 dated April 10, 2007 and amends CSC Memorandum Circular Nos. 41 and 14, Series of 1998 and 1999.
