Summary

RMC No. 81-2008 publishes Administrative Order No. 239 dated September 15, 2008, which prohibits using government vehicles for purposes other than official business.

Key points

  1. General prohibition. Government agencies and offices may not use government vehicles for non-official purposes. The trip ticket authorizing each use must be displayed on the windshield or another conspicuous place, except for vehicles of intelligence and investigative agencies.
  2. Presumed violations. Use on Sundays, legal holidays, out of office hours, outside the authorized route, or by anyone other than the authorized official or employee is prima facie evidence of violation unless properly authorized.
  3. Absolutely prohibited uses. Private social functions and other personal purposes are absolutely prohibited. Use by spouses, children, relatives and friends of entitled officials is also strictly prohibited, even in the officials’ company.
  4. Trip tickets, plates and garaging. Each trip needs a serially numbered ticket signed by an authorized official. Vehicles bear government plates only and are kept in a designated garage after office hours, on weekends and on holidays, with the guard keeping the keys.
  5. Reporting. The public is encouraged to report unofficial use to the Presidential Action Center, stating the type of vehicle, plate number, and place and time seen, preferably with pictures.
