Summary

RMC No. 78-2008 publishes GPPB Circular 02-2008 dated August 1, 2008, which clarifies the role of the Special Allotment Release Order (SARO) in the procurement process.

Key points

  1. Procurement may start without a SARO. Under Section 7 of RA No. 9184, procurement may start once the activity is in the Annual Procurement Plan. A prior SARO is not required before advertising or posting the invitation to bid, or posting the notice of procurement under alternative methods.
  2. SARO needed before notice of award. The SARO must be in place before the procuring entity issues the notice of award. This lets the chief accountant properly issue the certification on availability of funds required under Section 40, Chapter 5, Book VI of Executive Order No. 292 before any disbursement.
