Summary

Key points

  1. Suspension. AO No. 25 (s. 2011), EO No. 80 (s. 2012) and all related issuances are suspended immediately, pending review of the Results-Based Performance Management System (RBPMS) and the Performance-Based Incentive (PBI) System.
  2. Technical Working Group. A TWG is formed to study and review both systems. The DBM Secretary chairs it and the Executive Secretary of the Office of the President co-chairs. Members are the Secretaries of Finance and NEDA and the Director General of ARTA, each represented at rank not lower than Assistant Secretary or equivalent.
  3. Goal and consultation. The TWG aims to streamline, overhaul, improve and simplify government performance management and incentive systems. It may consult the Development Academy of the Philippines, CSC, Career Executive Service Board, COA, the Ombudsman and other agencies, and may involve the private sector through the National Competitiveness Council.
  4. Guiding principles. The new systems align with ease of doing business initiatives, the Philippine Development Plan and international standards. They adopt standards at par with ISO Quality Management Systems tailored to the public sector, consider agencies’ unique needs with tiers or groupings, and integrate with the internal audit program under RA No. 3456, as amended by RA No. 4177, and the quality management systems under AO No. 161 (s. 2006) and EO No. 605 (s. 2007).
