Summary
RMC No. 71-2020 circularizes Anti-Red Tape Authority Advisory No. 01 Series of 2020, which lists fast-track measures government agencies may adopt during the COVID-19 state of calamity.
Key points
- Emergency extensions. Permits, licenses, certifications and similar authorizations expiring during the State of National Emergency may be extended. This covers licenses whose renewal cannot be filed or processed, or is pending, because of the Enhanced Community Quarantine.
- Electronic submissions and approvals. Agencies that worked manually may accept applications, reports and digital copies of supporting documents by e-mail or online. Approvals may also be issued online with adequate security, and post-audits are suggested when possible.
- Notarization and signatories. Agencies may accept signed but unnotarized documents unless the law requires notarization. They may process incomplete applications, subject to completion later, and use electronic or pre-signed authorizations with adequate controls. An alternate signatory is designated when the authorized one is on official business or leave.
- Whole-of-Government approach. Agencies take an integrated approach to service delivery. It features seamless transactions, integrated policy design across agencies, inter-operable processes, horizontal coordination and stronger linkages among government units.
- Fees and publication. Agencies may use online payment or outsourced collection centers for processing fees, or consider waiver or deferment if online payment is not possible. They are requested to e-mail copies of their regulations, including earlier ones, to the UP-ONAR at onar_law.upd@up.edu.ph.
