Key points
- Requesting the TCVS-GOCC. The Accounts Receivable Monitoring Division (ARMD) requests the Tax Compliance Verification Sheet from the concerned RDO, or from the large taxpayer offices listed for regular, excise, Cebu (RDO No. 123) and Davao (RDO No. 127) large taxpayers. The request goes by the Head of Office’s official e-mail, and the scanned TCVS-GOCC is sent back to tcc_gocc@bir.gov.ph within twenty-four (24) hours.
- Validity and numbering. The TCVS-GOCC and the TCC-GOCC each have a one (1) month validity from issuance, unless sooner revoked for valid reasons. The TCC number series starts at 0001 every year.
- Criteria for issuance. The applicant must have no unpaid Annual Registration Fee, no open valid stop-filer cases, no unreported outstanding AR/DA, and no Cannot Be Located (CBL) tagging. A TCC-GOCC is still issued if the AR/DA liabilities are under a pending Section 204 compromise or abatement application, provided an Affidavit of Undertaking is executed and the offered amount is fully paid.
- Signing officials. The Assistant Commissioner, Collection Service, or the Head Revenue Executive Assistant, Collection Service, signs or approves the TCC-GOCC or the Letter of Denial.
- Certificate on Outstanding Tax Liability. The ARMD requests the COTL from the Regional Collection Division or the LTCED under RMO No. 29-2014. The scanned COTL is returned to tcc_gocc@bir.gov.ph within twenty-four (24) hours.
- Revised documentary requirements. Under Section III of RMC No. 32-2021, the TCC-GOCC application form is notarized and carries documentary stamp or proof of payment of Documentary Stamp Tax worth P30.00 if paid electronically, signed by a person authorized by Board Resolution. The Circular also restates the ID and signature requirements for the authorized officer, the Corporate Secretary and any representative.
